The article offered here, "The Isolation of an Ion, a Precise Measurement of its Charge, and the Correction of Stokes Law", ( Vol 32, First Series, Jan-Jun 1911, pp 349-397) is the 'First conclusive measurement of the charge of the electron'. R. A. Millikan was awarded Nobel prize for Physics in 1923 'for his work on the elementary charge of electricity and on the photo-electric effect' (see Ezhela, et al, Particle Physics, One Hundred Years of Discoveries: An Annotated Chronological Bibliography, p 31).
