The original journal was founded and edited by Horace Mann and ran from 1839-1848. W.H. Fowle took over and edited the journal from 1849-1851 (American Antiquarian Society catalog notes)

This issue covers the Statutes and Resolves of the Massachusetts Legislature of 1850, relating to Education. The journal periodically issued these so that they could contain, "as it has always done, a complete history of the Common Schools"

Laws passed were diverse, including what criteria allowed for not having a high school, Compulsory Attendance of Truants, Appointment of Agents or school missionaries, appropriations, providing for meteorological observations, a proposed Agricultural School, grants for Normal Schools, etc etc
